Parade Quay Waterford Looks Abandoned to Tourists – and the Fix Is Stuck in Planning
Parade Quay sits on the walking route that most first-time Waterford visitors use when they move from the Viking Triangle toward the city’s shopping streets. Several buildings along the quay have been vacant since before 2020. Empty shopfronts either carry faded paper signage that has deteriorated through two or three winters or are shuttered behind standard metal roller doors. The buildings are not structurally derelict. Why the Full Regeneration Cannot Start Yet
The Parade Quay regeneration scheme adds residential units above the commercial ground floors. Those residential units are the financial mechanism that makes the wider project viable. A commercial-only regeneration at Parade Quay does not generate the return that justifies the private investment the scheme requires, particularly in a market where waterfront commercial footfall has been declining.
Adding residential units to the scheme triggered the requirement for a Part 8 planning application, which is the statutory process for development involving public infrastructure or mixed-use schemes above a certain threshold. Part 8 requires a public consultation period, council member review, and a formal approval or rejection vote at full council. The planning team has not announced a submission date for the Part 8 application. Until that application is submitted, processed, and decided, no meaningful physical development on the quay can begin.

What Cosmetic Work Would Actually Cost and What It Would Do
Decorative boarding on vacant commercial premises is a standard tool in Irish city centres managing regeneration timelines. Dublin, Cork, and Galway have all used temporary art installations, promotional graphics, and professionally designed solid-colour panels to make vacancy legible as planned rather than accidental. The cost is in the low thousands per premises rather than the tens of thousands.
For Parade Quay specifically, the investment would convert the tourist experience of walking past the quay from “declining city” to “city in transition” without requiring any planning permission or council vote. It is a maintenance decision, not a regeneration decision, which means it can be made faster than anything involving the Part 8 process.
What it does not do is fix the underlying situation. The quay will still have empty buildings behind better-looking panels. But a visitor who walks past well-maintained temporary boarding thinks “there is something coming here.” A visitor who walks past deteriorating roller shutters thinks “this city is not looking after itself.” The distinction matters for repeat visits and for word-of-mouth recommendation, which is how most Waterford tourism grows.

When the Full Regeneration Actually Happens
The Part 8 application submission date is unknown. Once submitted, the process takes months at minimum and potentially over a year if the application generates substantial objection. Meaningful physical development on Parade Quay is not a 2026 event on any realistic planning timeline.
The interim cosmetic works Quinlan requested could happen on a different timeline entirely. Council discretionary maintenance powers allow action on facades in tourist corridors without waiting for a planning cycle. Whether the council has the budget and political will to act on that basis before July is the question that remains unanswered.
The quay faces tourists every day. While the full plan is stuck in planning, it does not have to look abandoned.
