99 New Homes Approved for Tramore – And the Apartments That Almost Happened
Waterford City and County Council approved the final phase of Sea Cove in Newtown, Tramore last month. 99 homes across detached houses, semi-detached pairs, and duplexes, all three and four bedrooms, with a €357,000 developer contribution to local infrastructure. That is the approval. What is less visible in the headline is that the original application looked completely different.
The first version of Sea Cove Phase 3 included apartment blocks. Existing residents objected, arguing the format was inconsistent with the neighbourhood’s established character. The developer withdrew the apartment element and resubmitted with houses only. The revised application passed without significant opposition.
What Was Actually Approved and Where It Sits
The approved scheme puts detached four-bedroom houses on the larger plots at the edge of the site, semi-detached three-bedroom pairs across the central section, and a smaller number of three-bedroom duplexes completing the mix. Every unit is three or four bedrooms. There are no one-bedroom or two-bedroom units in the approval.
That specification matters for the Tramore market specifically. The local shortage is concentrated in family-sized housing. Smaller units exist in greater relative supply. Sea Cove Phase 3’s entirely three-and-four-bedroom composition addresses the actual gap in local inventory rather than the easier-to-build smaller units that generate less objection.

The Tramore Market in Numbers Right Now
Estate agents active in Tramore report three-bedroom houses selling within days of listing in most cases, and asking prices for family homes in established parts of the town have moved 18 to 22 percent above 2022 levels. Newtown sits in the part of Tramore that combines beach proximity with direct road access to Waterford city, which is the combination that drives the strongest demand.
Remote working has changed Tramore’s residential market fundamentally since 2020. Households that previously needed to be within 20 minutes of a Waterford city office can now live full-time in a coastal town, which has absorbed demand from a much larger catchment than the local employment base would historically have supported.
Sea Cove Phase 3’s 99 homes do not resolve the shortage. They reduce it. The post-Sea Cove pipeline in Tramore is thin: no comparable active planning applications exist for the town as of April 2026.
The €357,000 infrastructure contribution works out at approximately €3,600 per unit. It funds local roads and amenity improvements in the Tramore area, not a specific named project.

When to Expect Completions
Build commencement has not been formally announced. Based on standard Irish residential construction timelines for projects of this scale, groundbreaking in Q3 2026 produces first completions in late 2027 or early 2028. That timeline is consistent with the developer’s track record on earlier Sea Cove phases.
The approval is final and there are no outstanding planning conditions that would delay a start. The next milestone is the contractor appointment and groundbreaking announcement, which the developer typically communicates to Tramore community representatives before a public announcement.
99 three and four-bedroom homes in a town that has been short of them for years. The pipeline after this is the question nobody is asking yet.
